Industrial safety inspection involves, at the national level, ensuring the operation of potentially hazardous industrial facilities in safe and reliable conditions, as well as ensuring the maintenance of potentially hazardous technical installations, including those within social-municipal and residential facilities. At the same time, it aims to comply with the obligations of economic operators regarding the prevention, localization and liquidation of the consequences of major damages or accidents, as well as limiting their impact on the life and health of people, material goods and the environment.
In order to achieve the objectives set out in Law no. 151 of 09.06.2022 on the safe operation of industrial facilities and potentially hazardous technical installations, the Inspection Body Service within CTSIC LLC holds accreditation from the National Accreditation Center "MOLDAC" for the following activities:
I. Inspection of potentially hazardous technical installations by performing technical checks;
II. Inspection of potentially hazardous technical installations in order to extend the operating term;
III. Inspection of project documentation for potentially hazardous industrial facilities.For the above-mentioned activities, the following shall be issued:
- Inspection report, in case of positive inspection results;
- Evaluation report, in case of negative inspection results.If, within the activities mentioned in points I and II, it is necessary to carry out inspection by non-destructive testing, this shall be carried out by the Non-Destructive Testing Section, using the following methods:
- visual inspection;
- inspection with penetrant liquids;
- ultrasonic inspection (including ultrasonic thickness measurement);
- hardness measurement of metal elements,
- dimensional inspection,
- magnetic metal memory method, applied within the framework of non-contact magnetometric diagnostics.For inspection by non-destructive testing, a Technical Inspection Report shall be issued, which shall also contain the inspection results.
The deadline for drawing up inspection reports is established in accordance with Annex no. 2 and Annex no. 3 of Law No. 151 of 09.06.2022 on the safe operation of industrial facilities and potentially hazardous technical installations.
1. Filing an application
Requests are accepted via: e-mail - office@ctsic.md, or at the headquarters of CTSIC, Chisinau municipality, Melestiu str., no. 22A, 2nd floor, antechamber.2. Submission of documentation (according to the lists)
The documents are submitted with the application or later. Delayed submission of the set of documents, suspends the examination of application.3. Analysis of the set of documents
The inspecting engineer analyzes the completeness and correctness of the presented set of documents. In case of any comments, they are formulated and presented to the applicant. The application review period is suspended until the deficiencies are eliminated.4. Visit of the CTSIC inspecting engineer to the facilities, including the personnel performing non-destructive testing (as applicable)
Depending on the type of request, it may be necessary for the CTSIC inspector engineer to travel to the target facility or installation in order to examine its technical condition and, as applicable, to perform non-destructive testing.
If the inspector engineer, or the personnel performing non-destructive testing, identifies non-conformities, these are formulated and communicated to the beneficiary, depending on the stage of the inspection.
Until the non-conformities found are eliminated, the examination period is suspended.5. Analysis of the results
It involves the analysis of all the data collected at the previous stages to formulate a conclusion.6. Issuance of the final act (to be picked up at the CTSIC headquarters, Chisinau municipality, Melestiu str., no. 22A, 2nd floor, to be issued within 30 days from the date of submission of the application)
Presupposes the release of the document related to the process:- Inspection Report (for positive inspection results);
- Evaluation Report (for negative inspection results).7. For non-destructive testing, the following is issued:

All documents presented will be within the validity period. Instructions, regulations, orders, plans, charts and other internal documents will be approved by the director with the indication of the date or by order.
The company's stamp, the signature of the responsible person, the date and the inscription "the copy corresponds to the original" will be applied to the copies of the documents.I.
