    HISTORICAL DATA ON THE TECHNICAL SUPERVISION ESTABLISHMENT, INCLUDING THE ESTABLISHMENT OF OUR ENTERPRISE 

    Main events in the area of industrial safety

    June 1993 - the approval of the Subsoil Code no 1511-XII of 15.06.93, designed to regulate mining activities, subsoil protection and ensure the safety of the subsoil use works. 
    1996 - Establishment of the system of expertise in the area of industrial safety of the industrial dangerous assets.   
    February 2000 - the approval of Law no 803-XIV of 11.02.2000 on Industrial Safety of the Industrial Dangerous Assets, which is a legal, economic and social basis for industrial dangerous assets' functioning, necessary to prevent the accidents on the industrial dangerous assets.
    28 September 2001 in Moscow, the Agreement on Cooperation by which the Interstate council for industrial safety of the industrial dangerous assets for the CIS state has been concluded.  
    April 2005 - the Principle State Inspectorate on Technical Supervision of the Industrial Dangerous Assets by transferring the competences from the National Agency for Technical Supervision has been established. 
    7-8 September 2006 in Chisinau municipality, the meeting of the V Interstate Council on industrial safety has been organized and held. The representatives of the CIS states and Romania participated at its works. 
    March 2008 - winding-up of the Standardtization and Metrology Service with the transfer of its competences from the competent state authority in charge of industrial safety to the Ministry of Economy and Trade. 

    • 1945

      Authority for technical supervision of works in the Republic of Moldova has been established on 15 September 1945. Under Decision of People's Commissars Council no 850 of 15.09.1945 the State Mining and Technical Inspectorate within the People's Commissars Council of the Soviet Socialist Republic of Moldova has been created. The purpose of Inspectorate was to exercise control over the safe activities at mining and industrial objects.

    • 1958

      Under Decision of Ministries Council of the SSRM no 353 of 22 August 1958 the State Inspectorate on Supervision on Safe industry works and Mining Supervision within the Ministries Council of the SSRM has been established. This Inspectorate included the State Inspectorate on Boilers and Elevators and the Technical Gas Supervision authorities.

    • 1968

      In 1968 State Inspectorate was transformed in the Department on Supervision on Safe industry works and Mining Supervision within the Ministries Council of the SSRM (state mining and technical supervision).

    • 1982

      In February 1982 the Department on Supervision on Safe industry works and Mining Supervision was transformed in the State Council on Supervision on Safe industry works and Mining Supervision.

    • 1990

      In July 1990 the State Council was transformed in the State Inspectorate on Supervision of Safe Works.

    • 1991

      In March 1991 the State Inspectorate was transformed in the State Technical Supervision Department.

    • 1992

      In September 1992 the State Standards, Metrology and Technical Department, as a result of merger of the State Technical Supervision Department and the State Standards and Metrology Department has been created.

    • 1994

      In October 1994 the State Department was transformed in the Standards, Metrology and Technical Supervision Department (SMTSD).

    • 1996

      In June 1996 within the Department the State Enterprise "Center for Technical Expertise" has been established, followed by its transformation, in November 1998, in the State Enterprise "National Agency for Technical Supervision" (NATS), which included the following entities: Boiler and Elevators Inspectorate, Technical Supervision Inspectorate for Gas, Chemical and Technological Inspectorate, Mining and Technical Inspectorate, Radioactive Protection Inspectorate, Balti, Cahul, Ceadir-Lunga subdivisions of the Technical Supervision Agency, Certification Department, Human Resources Attestation Bureau, Testing laboratory, Petroleum Quality Control Inspectorate. At that time, technical supervision in the Republic of Moldova, as was provided by the Resolution of the Government no 776 of 25 October 1994, was focused on the state regulation and supervision of mining works and geological works and subsoil protection; storage and use of explosives and toxic substances, exploitation of explosive objects; safe use and exploitation of elevators, boiler installations and pressure-based recipients; mining objects; gas pipelines and medium and low pressure pipelines design, construction and exploitation, as well as construction, use and absorption of the radioactive sources and wastes; storage of fuel and flammable substances; gas and fuel stations.

    • 2002

      Until 1 March 2002 SMTSD was empowered to issue licenses to economic agents for the industrial safety-related activities. For the purposes of life and health safety of people, immovable and environmental protection and protection of the technology delivery, industrial dangerous assets-related services and installations, subject to the technical supervision, within the Dangerous Objects Certification Authority 9 certification bureaus (divided based on the types of products) have been functioning, in addition to the accredited laboratory for petroleum products and chemical reagents control. To this end, SMTSD, including through the State Enterprise "National Agency for Technical Supervision", at that time was performing works necessary to organization and improvement of efficiency of supervision activity and establishment of safe working conditions at industrial dangerous assets.

    • 2005

      In 2005 pursuant to the Resolution of the Government no 586 of 16 June 2005, for the purposes of optimization and segregation of the competences related to the state supervision and control from the competences of rendering services in the area of conformity assessment, the State Enterprise "National Agency for Technical Supervision" has been transformed in the State Enterprise "Technical Centre for Industrial Safety and Certification" which was subordinated to the Ministry of Economy and Trade of the Republic of Moldova, in its quality of the entity subject to monitoring, as provided by the Resolution of the Government no 549 of 30.04.2008.

    • 2018

      01.08.2018 - Reorganization of the State Enterprise "Technical Center for Industrial Safety and Certification" in the Limited Liability Company "Technical Center for Industrial Safety and Certification" has been completed
